Can't be much earlier than '33/'34 as the plane at top left left is surely a Heinkel 51 that first flew in '33 and the Panzer didn't enter service until '34. Obviously the toys can enter 'service' before the real thing as I recall having a plastic Concorde and MRCA* before either first flew but aircraft / tank development was much more rapid back then.
*Multi-Role Combat Aircraft which later became the Panavia Tornado.
